National Agenda for Achieving Better Results for Children and Youth with Serious Emotional Disturbance. Guidelines developed and published by the U.S. Department of Education, Office of Special Programs (OSEP) with assistance from the American Institutes for Research (AIR) (1994).  There are six goals in the agenda; full descriptions of each are available through the website.
